The seeds of development planted in the North Quad have been flourishing and bearing fruits and will continue to bear fruits in the next years. These have been the North Luzon Growth Quadrangle Area – Program Management Office (NLGQA-PMO) accomplishments in terms of development timetable and commitment in pursuing the mandate of the North Quad to ensure complimentary and synergy among various growth zones in Region 1, Region 2 and the Cordillera Administrative Region.

From 1995-2008, the NLGQA-PMO continues to draw inspirations from the NLDP and NLAQDPIP to strive for higher excellence in the service to the people, especially the Ilocano communities. It also developed strategy focused on the Integrated Area Development (IAD) programs. This approach focuses on synergy, complementation and sustainability in resources and opportunities. Synergy underlies our emphasis on pushing for projects with multi-sectoral and inter-regional dimensions. It considers the interplay of various sectors such as the Regional Development Councils, National & Regional Line Agencies, Local Government Units, State Universities and Colleges, Non-Government Organizations, People`s Organizations and Private Sectors towards the real progress we all look forward to. Its basic premise is that a vibrant North Luzon Agribusiness Quadrangle economy resulting from the economic integration of Regions 1, 2 and CAR and the northern towns of the four northern provinces in Region 3 by taking full advantage of their synergistic and complementary development.

We at the Program Management Office will continue to witness the dramatic challenges in development and will always remain confident on the insights of development that would ultimately help in harnessing the growth potentials of the North Quad. We are greatly appreciative of the efforts made by various sectors to nourish the North Quad vision.
